Oyo Acting Governor, Barrister Abdul-Raheem Adebayo Lawal, has Inaugurated Steering and Technical Committee on Framework for Responsible and Inclusive Land Intensive-Investment in Agriculture (FRILIA) of State Action on Business Enabling Reforms (SABER), a world bank in collaboration with Nigeria Governors Forum (NGF) on Ease of Doing Business in Nigeria.
The Steering committee comprising of 16 members will be chaired by the Deputy Governor of Oyo state, while Mr Akinfunmilayo Williams, the Commissioner for Lands will chair the Technical Committee.
During the inauguration of the 37 members at the Exco chamber on Friday, the Acting Governor described the two committees as critical to expand the scope of doing business, including inviting investors to the state.
He explained that it is a Three (3) Year performance for result based programme with relevant Stakeholders on resource control and management (2023-2025).
According to Barr. Lawal, the FRILIA is one of the Disbursement Link Indicators (DLI) of State Action on Business Enabling Environment (SABER) programme critical to the Agricultural and Land acquisition for commercial agriculture.
He added that FRILIA is based on 4 cardinal principles namely Environmental and social sustainability of investment; Recognizing and protecting land rights; State land acquisition and resettlement, as well as Overarching investment principles.
According to him, the World Bank Project, which is in collaboration with the Nigeria Governors’ Forum (NGF), is a three-year performance for result programme with relevant stakeholders on resource control and management from 2023 to 2025.
The SABER programme is a programme for result initiative of the World Bank, which is critical to agriculture and land acquisition for commercial agriculture.
The Acting Governor inaugurated the two committees on Friday at an event held at the Executive Chamber of the Governor’s Office, Secretariat, Agodi, Ibadan, noting that the programme aligns with the efforts of Governor ‘Seyi Makinde to expand the scope of doing business and attract more investors to the state, especially through agribusiness.
The Steering Committee includes His Excellency Barr Bayo Lawal as the Chairman, Hon Commissioners for Lands( Akin Funmilayo),Agriculture( Olaleye),Commerce( Adebisi),Local Government ( Demola Ojo),Budget & Planning,Finance( Akinola Ojo),Women Affairs & Social Inclusion( Toyin Balogun)Environment(Mojeed Mogbonjubola), Justice( Aikomo),DG OYSADA( Debo Akande),DG OYSIPA( Tilewa Folami) and others
While the technical committee is headed by Commissioner for Lands( Akin Funmilayo),Permanent Secretaries for several ministries and numerous Directors
The acting Governor then proceeded to enjoin the newly inaugurated committee members to carry out their assignments as professionally as possible and in line with the provisions of the requisite Executive Order signed off by the Executive Governor His Excellency Governor Seyi Makinde so that ultimately our state will derive maximal benefits accruing from its landed resources and investments in agripreneurship endeavors.
